A Countywide Plan will allow the de-concentration of low-income minorities
into high-opportunity neighborhoods giving them the best opportunity
to escape from a life of inter-generational dependency and poverty
by creating opportunity-based housing
in optimum locations throughout the County.
The City of Galveston is currently the home of all the Public Housing in the County,
but it does NOT have the proper demographic makeup to create opportunity-based housing!
